Only guessing, but more than likely, it's probably so that when her hair is in pig tails or when you braid it, the mesh part of the wig does not show.. those shorter hairs kinda hide any type of part, much like on Marisol or Molly or Kirsten.

Most of the dolls with braids, have different lengths of hair. It makes it very hard to take the braids out to style the hair and then rebraid it back to the original style.

My DD and I each now have a Jess. (I had to have a new the sent due to a "funny neck" that made her head tilt slightly). AG shipped out a new one immediately to me here while I'm on vacation in Orlando. While redoing her hair (it was very windy today at Epcot) we noticed that she has lots of short (less than inch) hairs all over her head under the longer hair. Is this normal?

The last three dolls I've gotten have had the shorter hairs under the longer hairs including Jess.
